In conjunction with the government’s thrust to improve Philippine Global Competitiveness, the Philippine Chamber of Commerce and Industries (PCCI) is committed to supporting projects that seek to expand economic activities through the promotion of good governance and enhanced local business environment. One of the major projects of the PCCI is the annual conferment of the Most Business-Friendly Local Government Unit Award.
This award recognizes provinces, municipalities, and cities that have demonstrated outstanding efforts in instituting good governance reforms to promote trade and investment in their localities, such as innovative, streamlined and sound business licensing procedures; quality management and systems innovation, and effective investment promotion activities.
The LGU Award adopts the slogan “What’s Good for the Citizenry is Good for Business.” This represents a framework for achieving continuous improvement of LGU services to their areas, benefitting both the business community and citizenry.
Nomination and Selection Process
Interested LGUs can participate in the award program in either of two ways: The LGU can be nominated by the Local chamber, other business associations and cooperatives by submitting a completed Nomination Form to the PCCI Awards Committee. The Governors or Mayors shall also sign this form to indicate their willingness to be nominated.
LGUs can likewise nominate themselves by submitting a Letter of Intent to the Awards Committee or simply filling-out the reply form sent by the committee. After submitting the intent to join the award, the nomination form must be submitted to the committee duly signed by the local executive and endorsed by the PCCI Regional Governor and Area Vice President.
After the submission of the nomination form, the nominated LGU shall be advised tocomplete a pro-forma Bid book and other required documents.
All entries will be processed/tabulated by the Awards Committee.
Focus Group Discussions will then be conducted in the area of the short-listed nominees, which will be participated in by a multi-stakeholder group composed of businessmen/entrepreneurs, NGOs, civil society groups, among others. An LGU must meet the minimum score set by the Awards Committee to be qualified /considered as finalist.
Finalists represented by the Governor, Mayor or their representatives may be requested to attend a panel interview in Metro Manila to give additional information.
The awards will be presented to the winning LGUs by Her Excellency President Gloria Macapagal Arroyo during the 35th Philippine Business Conference which will be held on 21-22 October 2009
